    Zhang Yujie: Proactively Safeguarding Open Economy Security

    Abstract: The current global economic landscape is marked by significant uncertainty, with disruptions to global industrial, supply, and market chains threatening economic security worldwide. Actively safeguarding national economic security has become increasingly vital. Leveraging historical experiences and creating new methodological systems to ensure economic security requires securing safety through proactive measures. This involves focusing on the present while planning for the future, strategizing at a macro level, preparing response mechanisms, and strengthening the construction of legal, strategic, policy, and risk monitoring and early warning systems. Accelerating the reinforcement of national security foundations is imperative. Emphasis should be placed on establishing secure frameworks in four key areas: markets, information, industries, and finance. Among these areas, market security entails maintaining the balance of supply and demand, ensuring smooth market operations, and safeguarding market access. Information security requires preventing attacks or disruptions to information systems and protecting information resources from plunder or theft. Industrial security calls for utilizing regulations to uphold fairness in international trade and applying systematic innovation to address “choke-point technologies” and “supply chain disruptions”. Financial security involves ensuring the smooth circulation of monetary assets, stabilizing the financial system, preventing financial crises, accelerating the internationalization of the renminbi, and monitoring the safe operation of the virtual economy. Systematic security guarantees are essential to ensure the stable operation of an open economy.
